I think the Waters issue was more a conference rule was it not?

Yes. As was just stated in a previous post, Waters signed an NLI with Gtwn prior to backing out of his commitment. Therefore a BE Conf rule says he couldn't commit to another BE school.
Steere never signed an NLI with CU, he verballed to CU. He can transfer to a BE school, or any school as long as NCSt. hasn't made any stipulations.

I'm betting he goes overseas or maybe G-league after this year. St. Johns is a back up in case that doesn't pan out, IMO.

Big East teams are not allowed to be the landing spot for BE transfers per league rules.
